A gambling license is an official permission from a government regulator to run betting or games of chance: online, land-based, or both. The same approval is often called a gaming license, and in most cases the two terms mean exactly the same thing (the difference is explained below). Without a valid license, operating is illegal, and banks, payment providers, and game studios will not work with an unlicensed brand.

Gambling license vs gaming license: what's the difference?

In most cases the two terms are interchangeable. "Gambling license" is the formal, regulator-facing wording, common in the UK and EU. "Gaming license" is the broader term, standard in the US and offshore markets. Both mean the same thing: legal authority to offer casino, betting, poker, lottery, or bingo for real money. The wording follows the regulator: the UK Gambling Commission issues a gambling license, while many US states and tribal bodies issue a gaming license.

What types of gambling licenses are there?

Gambling licenses are grouped three ways: by regulatory model, by jurisdiction, and by activity.

By regulatory model: operating, personal, and premises licenses

In regulated markets like the UK, the Gambling Commission splits a license into separate parts. Offshore jurisdictions usually issue one operator license that covers the whole business.

ModelWho issues itWhat it covers
Operating licenseUK Gambling CommissionThe business itself: casino, bingo, betting, gaming machine technical, gambling software, lottery. Split into remote (online) and non-remote (land-based).
Personal licenseUK Gambling CommissionNamed individuals in key management or operational roles.
Premises licenseLocal licensing authorityA physical venue: casino, betting shop, arcade.

Offshore jurisdictions work differently: one operator license usually covers the whole business and all verticals, with no separate personal or premises license.

By jurisdiction: where to get licensed

  • Anjouan: fast, low-cost offshore license with broad coverage.
  • Curaçao: the best-known offshore brand, now regulated under the LOK framework.
  • Nevis: modern Caribbean framework with low congestion.
  • Tobique: Canadian First Nation license, fast and non-bureaucratic.
  • Kahnawake: long-established, strong reputation.
  • Tuvalu: new, business-friendly, quick processing.
  • Liberia: new international online gaming license.

By activity: casino, sportsbook, B2B, lottery, poker

  • Casino: slots, table games, live dealer.
  • Sportsbook: fixed-odds and in-play betting on sports and esports.
  • B2B / supplier: game studios, aggregators, and platform providers serving licensed operators.
  • Lottery and bingo: number draws and bingo products.
  • Poker: cash games and tournaments.

Most offshore licenses cover several verticals at once. In regulated markets, verticals are often licensed separately.

Who needs a gambling license?

Anyone offering real-money betting or games of chance needs a license: B2C operators (casinos, sportsbooks, poker, lottery, bingo), B2B suppliers (game studios, platforms, white-label providers), and in some markets affiliates on a revenue share. The rule is the same online or land-based: no license, no legal operation.

What are the advantages of a gambling license?

A gambling license is what turns a project into a business banks and players will trust. Four things it unlocks:

  • Market access: many countries block unlicensed sites; a license opens regulated markets legally.
  • Payments: banks, card schemes, and e-wallets only work with licensed operators.
  • Credibility: a license signals to players that the platform is regulated and fair.
  • Legal protection: it shields you from fines, shutdowns, and blacklisting.

How do you get a gambling license?

You choose a jurisdiction, register a company, submit documents and fees, pass due diligence, and then keep the license compliant. Six steps:

  1. Choose the jurisdiction (see By jurisdiction above).
  2. Register the company.
  3. Prepare documents: personal, corporate, plus AML/KYC and responsible-gaming policies.
  4. Pay fees and submit the application.
  5. Pass due diligence and technical checks: background checks, software certification, hosting.
  6. Stay compliant: reporting, renewals, and audits.

How much does a gambling license cost?

Gambling license cost depends on the jurisdiction. Offshore licenses are the most affordable, and most charge 0% gaming tax. The table below shows the license fee paid to the regulator. Total project cost also includes company setup and support, which varies by case: open each jurisdiction page or contact us for an exact quote.

JurisdictionStarting costGaming tax
Anjouan Gambling Licensefrom €17,8280%
Curaçao Gambling Licensefrom €47,450/yr0%
Nevis Gambling Licensefrom €28,000/yr0%
Tobique Gambling Licensefrom $43,000/yr0%
Kahnawake Gambling Licensefrom $40,000 + $20,000/yr0%
Tuvalu Gambling License$15,850/yr0%
Liberia Gambling License€50,000/yr (all-in)0%

Figures match each jurisdiction page and are shown in the regulator's currency. Curaçao is the annual B2C license fee (B2B is lower), with 0% gaming tax and about 2% corporate income tax. The Liberia fee is all-in (company formation and MLRO included). Total project cost is higher and varies by case.

How do you get an online (remote) gambling license?

An online license is a remote license: it authorises betting and gaming delivered over the internet, apps, or phone. In regulated markets you apply for the remote version of the operating license, for example the UK remote operating license. Offshore, most licenses are online-first and cover remote play by default. The difference from a land-based (non-remote) license is the channel, not the product: same due diligence, different delivery.

Why is a gambling license suspended or revoked?

A regulator can suspend or revoke a license when an operator breaks the rules. Suspension is temporary: operations pause while the issue is fixed or investigated. Revocation is permanent: the license is cancelled and the operator must stop at once. Common triggers: AML or responsible-gaming failures, false or missing reports, unpaid fees or taxes, fraud, financial instability, and insecure or non-compliant technology. Most minor issues get a warning and a window to fix them, not a shutdown.
